Do you need PlayStation Plus for GTA 6?
Not for story mode. You can play Jason and Lucia's story on PS5 without any subscription. For GTA 6 Online, a PlayStation Plus membership will be required, as it is for almost every online multiplayer game on PS5.
Story mode: no subscription
Buying GTA 6 is enough to play the full single player campaign offline. You only need an internet connection for the day one patch and updates.
GTA 6 Online: PS Plus required
Online multiplayer on PS5 needs PlayStation Plus Essential at minimum. The Extra and Premium tiers add a game catalog, but GTA 6 itself is not part of any PS Plus catalog. Rockstar has not announced a date for GTA 6 Online yet; see when GTA 6 Online is expected.
Is GTA 6 free on PS Plus?
No. GTA 6 is a paid game at $79.99 (Standard) or $99.99 (Ultimate). Be careful with sites or videos claiming a free PS Plus version; they are fake. See official prices.
Xbox players
On Xbox the equivalent is a Game Pass tier with online multiplayer, such as Game Pass Essential. More in GTA 6 and Game Pass.
